We developed a formula to rank the top 25 athletes in NCAA Division I track and field based on who will make the most impact at the 2016 NCAA Outdoor Championships in Eugene, Oregon. FloTrack's Week 4 Power Rankings have some big changes.

This week's women's rankings show the debut of Oregon's #18 Hannah Cunliffe after her impressive 100/200/4x1 triple at the Brooks Mt. SAC Relays. Also, a new distance face joined the ranks after NCAA Mile Champ #22 Kaela Edwards out-kicked Oregon's #10 Raevyn Rogers in the 800 at Mt. SAC.

On the men's side we saw no change due to limited action from the top 25.
